The National Assembly of Djibouti officially launched the Djibouti Women Parliamentary Caucus (CFPD) on Tuesday, January 27, 2026, under the chairmanship of His Excellency Mr. Dileita Mohamed Dileita, Speaker of the National Assembly. The ceremony was attended by the Minister of Women and Family Affairs, representatives of technical and financial partners (UNDP, UNICEF, UNFPA), and diplomatic representatives, including the delegation from France.
In his opening speech, the Speaker hailed the creation of the CFPD, describing it as a historic step toward consolidating democracy, equality, and inclusive governance in Djibouti. He paid tribute to the First Lady, Madame Kadra Mahamoud Haid, President of the UNFD, highlighting her pivotal role in promoting the rights of women and girls in the country. He emphasized that the establishment of the Parliamentary Women’s Caucus is fully aligned with the First Lady’s long-standing vision for women’s empowerment and inclusive governance.
“Under the impulse and constant vision of the First Lady, Madame Kadra Mahamoud Haid, the cause of women in Djibouti has moved from symbol to concrete action. Her commitment has helped make women’s equality and participation a national priority, firmly rooted in our institutions.”
The CFPD provides a structured framework for consultation, solidarity, and cross-party action, aimed at strengthening the voices of women parliamentarians and promoting gender-sensitive legislation to support the human and social development of Djibouti.
During the ceremony, the Minister of Women and Family Affairs praised the CFPD as a constructive initiative for equal opportunities and inclusive governance. She highlighted the essential role of women in Djibouti’s national development and emphasized that women’s participation in politics is no longer exceptional but a fundamental legislative force capable of sustainably transforming the lives of citizens across the country.
The Honorable Mrs. Neima Boulhan, President of the Djibouti Women Parliamentary Caucus, stated that the CFPD is not merely a group but an organized framework for advocacy, decision-making, and collective action, designed to increase women’s participation in legislative decision-making and public affairs. She expressed her gratitude to the Speaker, the First Lady, and the President of the UNFD for their ongoing support in promoting women’s and girls’ rights in Djibouti.
The launch of the CFPD aligns with Djibouti’s international commitments, including CEDAW, UN Security Council Resolution 1325, and national priorities under Vision Djibouti 2035, aiming for equal opportunities and inclusive development.
Through this caucus, women parliamentarians aim to leverage Parliament as an instrument for social transformation, contributing to:
