In accordance with Article 52 of the Constitution, His Excellency Mr. Dileita Mohamed Dileita, Speaker of the National Assembly, presided over the Sixth Public Meeting of the Second Ordinary Session of the 9th Legislature.
The session was attended by His Excellency Mr. Abdoulkader Kamil Mohamed, Prime Minister, members of the Government, and all members of Parliament.
At the opening, the Speaker extended his greetings to all members before proceeding to the agenda, which primarily included:
- Draft Law No. 187/AN/25/9e L concerning Rural Electrification.
- Ten draft laws approving the financial accounts of public institutions for the 2023 fiscal year, including:
- ADDS
- National Printing Office of Djibouti (IND)
- Djibouti Radio Television (RTD)
- National Institute of Public Administration (INAP)
- Urban Rehabilitation and Social Housing Agency (ARULOS)
- Multisectoral Regulatory Authority of Djibouti (ARMD)
- Centre for the Procurement of Medicines and Essential Materials (CAMME)
- National Agency for State Information Systems (ANSIE)
- Centre for Research and Studies of Djibouti (CERD)
- University of Djibouti
During the debates, MPs raised questions about the compliance, administrative management, and transparency of these institutions. The Government provided detailed explanations covering budgetary, accounting, administrative, and organizational aspects of all bills reviewed.
At the conclusion, all bills were submitted to the vote and adopted by a large majority.
The Prime Minister, His Excellency Mr. Abdoulkader Kamil Mohamed, commended the high quality of parliamentary debates and the sense of responsibility shown by the Assembly.
Speaker Dileita Mohamed Dileita summarized the main achievements of the session, highlighting:
- Numerous commission meetings, thematic workshops, and presidents’ conferences.
- Adoption of nearly sixty bills in plenary session.
- Timely presentation of financial accounts, coordinated by the Prime Minister under the guidance of the Head of State.
The Speaker acknowledged the dedication of Government members, MPs, and the Finance, General Economy, and Planning Commission, and praised the deputies for their active involvement in commissions, plenary, specialized workshops, and the women parliamentarians’ caucus.
Finally, as election deadlines approach, the Speaker encouraged MPs to strengthen engagement with citizens during the intersession, presenting national priorities and mobilizing support around His Excellency El Hadj Ismail Omar Guelleh.
On these recommendations, the Speaker officially declared the public session and the second ordinary session of 2025 closed.
